Draft URL scheme for technical issues

The LexPublica issue tracker needs to be able to track thousands of components of different types. Rather than use a long select box full of component names, we are using URLs (which we store in the Subject URL fields).

This approach allows us to easily grow the component list and to track external components, as well as internal components. With internal components, we can easily show the issues that relate to a given page on http://lexpubli.ca.

We need a URL scheme for technical issues. The scheme should give us a clean, hierarchical way to refer to issues such as improvements or bug fixes for the Drupal site or the Wordpress blog, server management tasks and so on.
